Introducing the Pioneering “LUX L&D Sentiment Report 2024–25”


The American Chamber of Commerce in Luxembourg (AmCham LU) is proud to announce the release of the “2024-2025 Luxembourg Learning & Development Sentiment Report,” the first study of its kind examining the learning and development landscape across Luxembourg’s diverse business ecosystem.
Conducted by AmCham’s Resourcing, Training & Development (RTD) Committee, the survey gathered insights from L&D professionals across 19 industries, with strong representation from Luxembourg’s corporate sector. The research reveals several pivotal findings about the current state and future direction of workplace learning in Luxembourg.
“This pioneering research exposes a fascinating ‘strategic recognition gap’ in Luxembourg’s L&D landscape,” said Petre Bica, Co-chair of the RTD Committee and Founder of The Learning Distillery. “Only 25% of organizations position learning at the executive level, yet our data clearly shows that strategically-positioned teams report significantly higher satisfaction rates—up to 90% positive experiences compared to just 44% for operational teams. This represents a tremendous opportunity for Luxembourg organizations to gain competitive advantage through strategic L&D positioning.”
The survey findings highlight the transformative role of AI in Luxembourg’s learning ecosystem, with Rebeqa Rivers, Co-chair of the RTD Committee and Learning & Development Leader, noting: “While 74% of L&D professionals identify AI as 2025’s defining trend and 55% cite AI proficiency as tomorrow’s essential skill, only 29% of organizations currently use AI regularly. This adoption gap, particularly among mid-sized companies, suggests Luxembourg’s L&D professionals face both an urgent challenge and significant opportunity to develop AI competence.”
Key survey insights include:
+ An unexpected U-shaped AI adoption curve where small companies (1-50 employees) lead with 86% high adoption rates while mid-sized organizations significantly trail at just 27%
+ A 43% satisfaction gap between centralized L&D departments (4.0/5.0) and decentralized models (2.79/5.0), highlighting the critical importance of organizational structure
+ A clear skills transition underway, with AI and data analytics expertise now standing alongside traditional business acumen as essential competencies for L&D professionals
